Yes, if there's less contrast in values, then we'll notice the color more. If we want the painting to emphasize color, we can reduce the value differences. If color were the focus, then the differences would be created through temperatures and saturations of the colors. Monet, and other Impressionists and Post-Impressionists were emphasizing color in this way.
